Washington Post Metro columnist John Kelly accompanies Jim Dickson as he tries to get a ride. Dickson is blind and uses a guide dog. One after another, empty cabs pass him by.
Dickson, who is vice president of government affairs for the American Association of People with Disabilities, says this isn’t an uncommon occurrence. “People with guide dogs and people with wheelchairs complain all the time about cabs refusing to take them,” he says. When Kelly gripes to Leon Swain, chairman of the D.C. Taxicab Commission, Swain is furious. He invites Dickson to file a complaint and sets up a meeting between cab company owners and disability rights groups.
